Pelangi Village, a purpose-built Social Welfare Complex was officially opened by Dr Yaacob Ibrahim on 27 September 2003. Pelangi Village comprises six homes as well as an activity centre and is run by Voluntary Welfare Organisations (VWOs) as managing agents.

About 400 guests attended the opening ceremony and were given a tour of one of the homes of the Complex.
