| Healthy Start Programme (HSP) |
| HSP helps low-income families with newborn babies or children aged 6 years old and below to enhance their parenting skills and parent-child interactions. The aim of the Programme is to strengthen the family as a unit and provide opportunities for their children to receive early childhood education/ development. |

| What HSP Provides |
Families will be provided with the following:
- Parenting Programme - Parenting skills to promote parent-child bonding
- Family Development - Counselling and family support
- Subsidies for Preschool Education - Assistance to pay for the kindergarten and childcare fees of their children

| Who Can Apply |
- Families with newborn babies or children aged 6 years old and below who have little or no family or social support, and whose preschool going children are not receiving preschool education;
- The child must be a Singapore citizen or permanent resident of Singapore (PR). If the child is a PR, then at least one member of the immediate family should be a Singapore citizen;
- The family’s monthly household income is $1,500 or below; and
- Family must meet the assessment of HSP agencies (see below for list of agencies) based on an assessment checklist.
